Installed Audacity 1.3.9, Lame 3.98.2 and FFMpeg 2009 07 20. Trying to export to a mp3 format. When I select "File | Export", the Metadata Editor opens - the same as if I had selected "File | Open Metadata Editor". This seem weird .

Yes we know - it's weird. Just click on OK to proceed to the Export dialogue.
You can switch off the Metadata Editor pop-up in: "Edit menu > Preferences > Import/Export.
