Audacity 1.3 Beta (Unicode) not installing properly

I've downloaded the Beta version 1.3 and doesn't run. When I lunch the program I only get the How To Get Help screen and nothing else. Can anyone help me?.

We need more details.
Which 1.3 version? 1.3.9? 1.3.8?

What computer? Make, processor, speed, RAM, hard disk space.

Which OS? XP, Vista, Mac OSX?

What was installation procedure?

Bill the information is as follows:

Audacity 1.3.9 Beta (Unicode)
HP Pavilion a1200y
Intel Celeron D
2.93 GHz
2 GB
Total 67.3 GB - Free 19.8 GB

Downloaded the software from the download section into my program files folder then installed the exe.
Did ask if I want an icon placed at my desktop and installed it. When I double click the icon it took me to the help menu.
Did remove it and installed from the begining again and the same thing is going on.
