I'm having the exact same issue... XPsp3, new install of beta (also tried 1.2.6). I tried the suggested fix to no avail. I do not have any other ports of LAME, only the one via Audacity. Has been working fine on my desktop, but laptop is no-go.

and did you try the Lame_enc.dll 3.97 indicated thereon?

The problem that so many people are reporting about not being able to open the MP3 library has nothing to do with their download, or the installation...
THE LATEST VERSION OF THE LAME ENCODER IS CORRUPTED!!!
I downloaded the executable and had the same problem
I downloaded the zipped version, expanded the zip file and noted that the zipped version was a larger file
I copied that file out to the LAME folder and presto - the beta version of Audacity works!
The proof is in the pudding: for those users having problems with the either the beta (1.3.9) or the stable (1.2.6) version of Audacity in conjunction with the LAME Encoder - check the download you are using...there are two options available on the LAME page: http://lame.buanzo.com.ar/
The first, titled "Lame_v3.98.2_for_Audacity_on_Windows.exe" that points here: http://lame.buanzo.com.ar/Lame_v3.98.2_ ... indows.exe IS A BAD FILE!!!
The second, titled "libmp3lame-win-3.98.2.zip" is good - and has a download location from here: http://lame.buanzo.com.ar/libmp3lame-win-3.98.2.zip
Here's what to do:
1. Download Audacity (either version)
2. Download the LAME 3.98.2 zip file
3. Install Audacity
4. Expand the Zip file and copy the .dll file to the same root folder as the Audacity executable (C:Program FilesAudacity)
5. Open Audacity
6. Under Edit | Preferences, select the option for Libraries, and click browse to tell Audacity where you put the lame encoder to

With all due respect, it isn't. Thousands of people use it including me. it's true the .zip is a slightly earlier dll, but in fact it should have been replaced with the one in the .exe because the one in the .zip can also give trouble. Unfortunately there are nuances between different computers that mean occasionally lame_enc.dll isn't detected properly, and it is something to do with the build. Thanks, that reset did the trick. I did not have to install the 3.97 lame I used the 3.98 and everything worked fine.

PS after I opened that config file in notepad it still appears as a notepad file, will that cause problems?
