Hi,
I know a question like this has been asked but the difference is what if there's music and singing in the
background and people talking over it? Can you remove or reduce the talking without removing the singing?

You can be pretty safe assuming you can't take a mixed show apart into individual performances. Making the show more complicated doesn't help and all the same assumptions still apply. The show has to be in stereo -- real, high quality stereo, the show has to not be an MP3. No stereo special effects, etc. etc.
Audacity has no tools that can help other than the very simple "Center Pan Remover." One of the programs in this pile claims to be able to locate one voice by direction -- stereo again -- and manage just that one.
