Is there a way to increase the sound of background vocals in a song?

If you have a multi-track recording with the vocals on their own track(s), then yes no problem. I suspect you have a single stereo track, in which case there is not much you can do. You can try fiddling with the Equalizer effect to see if you can bring them out a bit.
