Metadata Editor in Export Multiple

Hello, I have a question about FLAC metadata and Audacity.
I am converting FLAC files to mp3, and my FLAC files have accurate metadata I would like to keep. However, the problem comes from Audacity using the file name, as opposed to the track title, for the track name. Furthermore, Audacity is appending the number 1 to the end of all of these track names; consequently, whenever I try to use export multiple, I have to re-type the track title information so as to change it from the file name to the track title, and also remove the 1 suffix.
Oddly, when I use the metadata editor before export, (file>open metadata editor) the metadata is perfect. Furthermore, when I open files individually, exporting uses the proper metadata. However, even when I have one file per window, the track name has the same problem. It is simply that the single export option (file>export...) seems to use the metadata; export multiple seems to be using the internal, Audacity track name field as opposed to the metadata's track name.
Am I converting multiple FLAC files to mp3 improperly? Is there a setting where I can adjust the behavior of how Audacity sets its track names, to make it use the metadata's track title instead? Is this a bug?
