Not allowing full dynamic range when recording

I have both 1.26 and 1.39 installed on the same machine, using the same USB mic.
When I use 1.26, the recording works just fine. I get a full dynamic range, no issues.
When I use 1.39, the input level tops out at around 0.5 and will clip if higher input levels are used. The waveform on the screen is half of what I get with 1.26, and my background noise levels are higher, as is to be expected, as I cannot record at a full volume.
Is there some default setting or something that I need to adjust?

I think the Windows elves are recommending going to the most modern test build to get rid of problems like this.

I think I'm going to cross my fingers and hope that a new fixed version comes out soon. Meanwhile, I can record in 1.26 - it is only a single voice track and then work on it with 1.39. I'm not keen on using alpha versions

You could try the 1.3 current release. That one's not alpha software.
Don't let the "Unstable Beta Software" label fool you. The current 1.3 release versions are minutes away from being re-released as the new stable version. The last two new Macs will not run Audacity 1.2, so 1.3 is the whole ball game, beta or not.

I am running the most current - 1.3.9 as I mentioned above.

I understand your hesitancy, but 1.3.10 alpha is the same as 1.3.9 with some bug fixes. The developers are not adding any new features, just killing all known bugs before it is released as Audacity 2.0 (stable).

It was going to be Audacity 1.4 back in 2007.
Audacity 1.3.10 is very much more stable than a lot of "stable" audio software. At work it is more stable than our ProTools set-up !
