In version 1.3.8, when I record mono the record level is limited to 0.5.
Recording again in stereo does not limit the record level.
Also, if I do a stereo to mono conversion the record level is limited to 0.5 again.
(I have sound coming in on one channel, so to get the maximum recording level in mono I record in stereo, split the stereo tracks, delete the blank one, and change the remaining one to mono.)

What are we capturing and with what sound card? Type of computer and Operating System?

Windows XP Pro SP2. I have an HP pavilion about 4 (or 5) years old.
I have an Edirol UA-25 which connects via USB, with their most recent driver installed.
About the mono/stereo: I have a tape deck with both channels connected to the left input on the Edirol. What I have found is that recording in stereo allows the left channel to be unlimited; to make a mono recording I then split the tracks, delete the blank one, and then change the remaining track to mono. If I record in mono, the input is limited to 0.5.
I don't care about stereo and am saving space by recording in mono.
Does that help explain my situation?

As often happens, giving up and asking for help caused me to rethink and look at my problem in a new way. I recalled that Roland recommends connecting the Edirol after booting up, and that otherwise the driver might not work properly. Upon doing that, suddenly there are NO PROBLEMS with Audacity that I can see right now. I've always had a problem with noise when recording and that seems to be gone, and there are no problems with the recording levels either.

Glad you got it solved.
Odd that though. I run an Edirol UA-1EX soundcard which I always leave connected to my desktop - and this runs fine with no problems (he says, hastily touching wood) when preconnected on boot-up and fire-up of Audacity.
