Is LAME available for Audacity 1.3 Beta?

Is there a program called, "LAME" that will work with Audacity 1.3 Beta?
I can only find a program called, "LAME" that will work with Audacity 1.2.
Is there such thing as a program called, "LAME" that is designed for Audacity 1.3 Beta?
