It's not just the time syncing that's the problem. The sound card needs to generate multiple different signals depending on what you want it to do. It's far easier and cheaper to do it with a highly custom (cheap) local clock crystal than to try and deal with goodness knows how many different time signals inside the computer. They're not neat orderly affairs. Each PC is different depending on what the maker thought he could get away with.

Yes, there are machines that do this to an insane accuracy -- all locked to a master, temperature-controlled clock system in a room, but they're not $1100 USD.
I think I pointed out earlier that Audacity is not a good surveillance system (10 hour recordings). Maybe you should Google one of those. Those systems are designed to do exactly what you want.
