First, it would help to know if you are running Audacity 1.2.x or 1.3.x.
Second, you specification is contradictory.
Bit rate is used for compressed files like MP3.
Sample size is used for uncompressed formats such as PCM.
A 16-bit mono file with a sample rate of 22 kHz has a bit rate of 352kbps.
