* Go to the front page of the Forum http://forum.audacityteam.org/
* Click on the link for the operating system and version of Audacity you have (for example, Audacity 1.3.x for Windows)
* On the page you come to, click "New Topic" top left
* Type your question, use "Preview" to make sure it's correct, then "Post Message" to post it
As to your question, the most likely explanation if rebooting hasn't helped is that you are using Audacity 1.3 and have Transport > Sound Activated Recording checked. This will prevent recording starting if the input level is below the threshold specified at Transport > Sound Activation Level. You don't need Sound Activated Recording for overdubs, so if it's enabled, uncheck it.
Please post back whether that helps, and tell us:
* what operating system you are using (for example, Windows XP or Mac OS X 10.5.1)
* exactly what three-digit version number of Audacity you are using (Help > About Audacity, or Audacity > About Audacity on a Mac computer)
