In 1.3.9 one could cut out a piece of the recording, and the markers would shift forward, thus staying at the original and intended point where you set them originally. In earlier versions, they stayed at their absolute position. So I considered 1.3.9. better!
In 1.3.10 and 1.3.11 again the markers stay at their absolute position. Is this a new bug or meant to be an improvement?

No, it is a bug. 1.3.9 and all earlier versions of 1.3 used to have the behaviour you have come to expect - as does 1.2.6.
It has come about because of a new feature the developers have bee working on called Linking - they can't make it work properly so they have temporarily removed it. Unfortunately this means that 1.3.10 and 1.3.11 exhibit the behaviour that you have observed.
Like you, I have come to rely on this for my editing so I use 1.3.9 for most uses.
The developers are aware of this: I reported it for the 1.3.10 and 1.3.11 releases.

Audacity 1.3.9 had an experimental feature called "link label tracks" which was on by default. The effect that you mention was one of the more positive aspects of this function, but unfortunately there were also some "bugs" in that in certain situations it would do unpredictable things. "Link label tracks" has been temporarily disabled until these issues can be resolved. The good news is that the specific situation that you have mentioned has been discussed by the developers and has been resolved in the latest code (same behaviour as Audacity 1.3.9 and earlier). This will hopefully be included in the next Audacity release (1.3.12) which is due in out in the beginning of March.

I already figured out I'll "downgrade"" to 1.3.9. because this function is very important to me. But I'll keep an eye on the release of 1.3.12.
