So you want all of the items from the track drop-down menu in the main menu bar "Tracks" menu?

i think that i would like all the things that are related to be in the same place

and maybe also
that every function be in only one place
but
you might convince me that having some functions in alternate places would be useful -- if the programmers dont get them out of sync someday

having track at the top fooled me
i never even looked at that one on the left
figured that was too advanced for now
and someday i might read about it in the manual
