Time Shift tool

I have been using Audacity for several years and 1.3.9 for a few weeks now. There is one maddening issue with the Time shift function with this new beta. I can only shift a tract by clicking in the actual area that has data, and not the "white space" along the time line. Is this a option somewhere I can toggle? I was able to time shift a tract by clicking anywhere along the time line in previous versions, its a hassle when aligning tracks when zoomed in.

That's because in Audacity 1.2 you could only have one audio clip per track. Audacity 1.3 supports multiple clips in the same track, so when you want to move one with the Time Shift tool, Audacity needs to know which clip you want to move. With Audacity 1.2 it would just shift everything in the track, so it did not matter where on the track you clicked.

If you have a mouse wheel, zooming in and out is extremely quick and easy by holding down the Ctrl key and using the mouse wheel.

It's Apple plus Scroll on Macs, but it may be less handy than the hot keys. It's really easy to lose control of the zooming and push your show into a little pile of blue trash on the left side of the screen -- or off the screen.
