Audacity used to (not sure what version) have a bug where if you started recording in a sample rate Audacity didn't like (or something like that), your recording came out totally garbled. Now I have a bunch of these recordings, and I just found them and I really would like to restore them. I've got a link to an example: http://dranger.com/garbled%20audio%20test.wav
The pitch of the audio needs to be increased by 100% (it's half pitch) but the tempo of the audio is right on. I tried using "change pitch" but it sounds awful. Is that the best I'll be able to do or is there another way of fixing this audio?

Probably it was the bug in the OSS emulation layer in ALSA which occurred when you recorded mono but played back in stereo. There is bad DC offset, but it does not help much to remove it. If the noise going through it is background noise underneath the music (as opposed to distortion occurring in response to it), and you have some audio with the noise only, Noise Removal might help a bit.
