Hi I am having an annoying problem occurring whist I am trying to dope sheet for the lip syncing of my animation.
The problem is When [Snap-To On] is activated I cannot move the cursor with the left or right arrow keys, but as soon as [Snap-To Off] is activated the cursor moves again with the arrow keys.
This is a really big problem for me as I need to arrow keys to move the cursor when [Snap-To On] activated in order to get my timing correct for my animation and my deadline is quickly approaching, Please if anyone knows how to deal with this problem please help me out.

The problem is because the distance that the cursor is wanting to move is less than the snap position, so "snap" is immediately pulling it back to the same place.
When using the cursor keys to move the play position or selection left/right, the cursor moves in small steps to the left or right. The "time value" of these steps depends on the current zoom level as it travels at a constant speed across the screen (the cursor will cover 3 seconds quickly when zoomed out, but will take ages when zoomed in close).
The "," and "." keys make the cursor move in 1 second jumps.
The "<" and ">" keys (using the SHIFT key) make the cursor move in 15 second jumps.
If you are zoomed in too close for the cursor keys to work at the snap amount that you are using, then you will need to either, zoom out, use the ",.<>" keys, or change the snap settings (or use the mouse).
If you have a wheel mouse, Ctrl+Wheel will zoom in/out.

I have a similar, but slightly different problem. My buttons to move the cursor to the start or end are great out. Similarly, when I use the < or > keys (with shift), nothing happens. Nothing happens when I use , or . either. I also can't use the mouse to drag the cursor back without highlighting the selection. The only two things I can do are click somewhere with the mouse or use the arrow keys. I currently have it in snap-off position.
I'm kinda new to audio editing, so this may be a simple fix that I'm just not aware of.

You not only have to turn snap on and off, but set the default snap distance. That's in the panels down near where the other snap controls are. For example, if you have the snap distance set for three minutes on a two minute show, snap will fail 100% of the time.
