Evening out overall track volume (voices)

I've searched everywhere and read everything on normalizing a track, but I can't get the desired levels. It's a recording of a podcast, and one of the two people speaking talks WAY louder than the other person, so I want to even them out so I can hear both people at a similar volume. Is this possible?

I've been using this compressor to even out volume variations. When I change the first value to .77, it's a dead ringer for a local radio station sound.

It only works in Audacity 1.3.

You can install 1.2 and 1.3 as long as you only use one at a time. You can't open up a 1.3 project in 1.2
