I am combining two audio files into one. The problem is that one file has a lower volume than the other. I understand I can amplify the first track but then I cannot seem to get the exact sound level for both; is there an easy way to "equalize" the sound to bring the level of one up or down to the other?

Use the volume slider below the track name.

But won't that merely adjust the output setting for when I'm editing? In other words, will I be able to transfer that same output level when I export into MP3 files?

Not 100% certain about Audacity 1.2 but think it is the same in this respect as Audacity 1.3 and will apply the setting to the exported audio. It will also be applied if you do a "Quick Mix" to the track. Same for the "pan" slider.
