Surprise. My install isn't case sensitive. I can't create test.txt and Test.txt in the same folder.
It had to have come that way. I would not have installed it like that.

Thanks Gale and Weeks for the useful workaround!
It looks like the issue is still around after almost 3 years. I am not very familiar with Audacity: is there a way to report this bug and get it fixed once for all?

It's not going to be fixed in Audacity 1.2 as all work on that branch ceased years ago.
The problem should be fixed in Audacity 1.3.12
