Not...working...
Okay, I need to cut the end off of a track so it will fit on a CD (it's about 2 hours long) but the cut function doesn't seem to be cooperating. I highlight the section of the track I want to cut, but it won't let me actually cut it, not by shortcut keys, or by going to the edit menu. I know I must be missing something, could someone please fill me in on what it is?

Save the project exactly as it is--without the cut, and then Export as WAV... for a safety copy.
This will do two things. If you can't Export As WAV, then you're probably running out of hard drive room. In any event, inspect your drives and make sure you're not 10% or less of free space.
And two, after everything's been safely saved and exported, shut the machine completely down, wait five minutes and crank it up again.
