Audacity can not find Help/Manual files placed in help folde

I am running OS X 10.4.11 on a dual processor G4 PowerPC and am using Audacity 1.3.9.
As per instructions, I placed the Audacity folder in the Applications folder. I unzipped the manual/help files. They unzipped into a folder named "manual". I then placed the "manual" folder in a folder named "help" within the folder named Audacity in the Applications folder. However, whenever I request Quick Help or the Manual from the Help menu, a dialog box informs me that "You do not appear to have 'help' installed on your computer".
I have tried placing the "manual" folder directly within the Audacity folder without the enclosing "help" folder. The error message remains the same.
I have checked permissions, and permissions are set to allow the help/manual files to be read.
Suggestions?

Try doing that again, but change its name from 'manual' to 'help'
Are you sure that the 'help' folder and the Audacity program are in the same folder? If Audacity doesn't see the 'help' folder in the same folder where it lives itself, it gives up trying.

The Audacity 1.3.9 Mac OS X DMG download says help is included. It isn't. Consequently, I downloaded the help Zip files and followed the instructions provided for those users of Linux or OSX who download a zip installer. The help.zip file which downloads automatically extracts itself into a folder named "manual". The following variants have been tried.
1. place "manual" folder in the Audacity folder.
2. rename "manual" folder to "help" and place "help" in Audacity folder.
3. place "manual" folder into a folder named "help" in Audacity folder.
4. place contents of "manual" folder into a folder named "help" in Audacity folder.
In all cases, the "manual" or "help" folder is contained in the folder in which the Audacity OS X application package resides. None-the-less, Audacity 1.3.9 is unable to find either the manual or help in any of the above configurations. I have not tried placing the help folder within the application package.

I wonder is this something peculiar to Macs or OS X?
I use Windows XP and I've just done a download of the manual .zip file.The whole process worked fine for me;
the help files were extracted to a folder called 'manual' within a folder called 'help' which is in the same folder as the Audacity.exe file, and Audacity finds them OK.
I'll have to leave it to someone who knows more about Mac / OS X to suggest the next step.

Yes it is. Mac + Audacity 1.3.9
The problem has been fixed in the 1.3.10 alpha version which is available here:
