Trouble downloading Lame for Windows

Using Audacity 1.2.6. I attempted to download Lame. Got to the "Lame Download Page", clicked on "For Audacity on Windows".
Clicked "lame v3,98,2 for Audacity on Windows". Got 403 Forbidden.
I'm obviously doing something wrong. Can I get some guidance, please?
