hi total noob here!

Basicaly what i want to do is take a music track that for example has a bassline of 50hz and 60hz i want to change the frequecny of the bassline and lower it to say 30hz and 40hz but at the same time not altering slowing down changing the pitch of any other element of the song

You mean extract the notes from a finished performance and move them around?

I'm going with no. Musical notes, even bass line notes, are not one thing. they're a collection of notes, overtones and harmonics. It's what makes musical notes sound rich and lush.

Unfortunately, it makes them impossible to manage after they've been mixed into a finished song.

The fundamental may be at 48 Hz (the biggest peak), but the rich overtones go all the way up beyond audibility. A bass guitar would certainly work the same way.

Basic human voice is in the 300 to 5000 range, so instruments and voices put energy in the same places. Step one is the killer. Separating the bass notes out of the song so you can manage them.

You might be able to jigger enough math to do this note at a time if your performance is a perfect, sparkling live capture, but most people want to do these tricks with damaged, bubbly, fuzzy MP3 downloads. Those really are impossible.
