New recording "skips"

I'm trying to transfer records to my computer using a USB turntable. The tracks seem to record fine, but when played back, they "skip" numerous times even though the record didn't skip at all. It sounds like the recording is jumping ahead of itself and/or skipping beats. I've tried tweaking all kinds of settings on my computer and Audacity, but nothing seems to help.

Your throw-away turntable may need throwing away a little early. These things aren't the peak of the electronic art and it's not unusual for them to develop a damaged bitstream.
Try another USB connection or reconnect the one you have multiple times. Restart the computer and the turntable.
If you have a Mac or Deskside PC, you can connect the analog turntable connections to the Line-In and keep going. That's a common success pathway for a lot of people. Windows Laptops tend to not have Line-In connections.

Did swapping the USB connection around or reconnecting it help?
Some Windows laptops have a Stereo Line-In connection. I think the Lenovos do that. Connect the analog outputs of the turntable instead of the USB, switch the Windows Control Panel to record the Line-In and go.
Some laptops allow you to switch the one single input between Mono Mic-In and Stereo Line-in. Dig in your instructions.
Failing all that, get your money back.
