Why a wav file recorded at 24 bit and 96 Hz can not be saved with the same format? Thank you

You CAN export as 24bit 96kHz - in Audacity 1.2 you need to select the export "bit depth" format in "Edit menu > Preferences"
In Audacity 1.3 you can select the export options through the Export dialogue window.
Note that in both versions of Audacity, the Exported file will have the same sample rate as the "Project Sample Rate".
The quick way to change the project sample rate (at any time) is to select (or type) it in the "Project Rate" box in the lower left corner of the main Audacity window.
