Add translation on vocabulary track: record while listen?

Hello,
I have a track (Voc.MP3) of Japanese vocabulary words (Minna no Nihongo), like:
Word1, pause, word2, pause, ... (= total 3 minutes).

I would like to add the word's translation in this track, to get a new track: VocPlusTrans.MP3, like:
Word1, translation1, shorterPause, ... (= total 3 minutes).

To be synchronized, I would like to use this method:
- Create a new empty track (Translation.MP3, 3min.)
- Listen Voc.MP3 while record translation in track Translation.MP3 (to be synchronize).
- Merge Voc.MP3 and Translation.MP3 (not concatenation), to get the result VocPlusTrans.MP3 (3 min.).

1. Is this method realist and doable?
2. Which audio editor software can do this: record trackA while listen trackB (or listen trackA)?
3. Do you know other forum focused on audio editing?

SAME QUESTION IN OTHER WORDS
I have Voc.MP3, I would record Translation.MP3 (while listening Voc.MP3, to be synchronized).
Then, I would get VocPlusTrans.MP3 merging the 2 tracks above.
(_ = silent/pause)

A. Which audio editor software can do this?
- record while listening.
- merge a track over another one (as this diagram above).

B. How to check if a sound card is duplex-capable (to record while listening)?

- Vista Ultimate SP1 FRENCH
- Dell INSPIRON 6000. Intel Centrino 1.6 GHz, SigmaTel C-Major Audio, (micro to buy).

Most modern sound cards are capable of full duplex, however, many "on-board" sound cards are rather low quality and frequently have crippled drivers that make them difficult or impossible to use for recording. Sound cards bought separately tend to be much better.
Laptop sound cards are frequently very bad, but adding a USB sound card can usually put that right quickly and easily.
