when in this situation (see above screenshot) and I choose
Effect ► Repeat audacity loops only the sample. how can i make a loop consisting of the silence after the end of the sample, too?
any help would be appreciated!

I'm not sure in Audacity 1.2, but for Audacity 1.3 -
"K" key to move the cursor to the end of the track
SHIFT + mouse drag to extend the section to where you want it (3 and a bit seconds in this case)
Generate menu > Silence > OK
Now select the sound and the added silence and use Repeat.
Optional - click on the joins to stick the bits together, or use Ctrl+J to glue together all clips within the selected region.
