Hello,
I have a recording from a video camera where there is music playing, but there are people around
the camera that are talking, creating louder foreground noise than the music that is being recorded.
Is there a way to remove this foreground noise in Audacity ? I have tried using the Invert effect as
mentioned in a couple of tutorials without much success.

In a word. No.
In order to remove something from a performance, there has to be some difference between the interference and the show. Voices and instruments are too close to each other in quality, direction, frequencies, etc. etc.
The hardest part of a video capture isn't the picture. It's the sound.
