Hi, This problem happens occasionally.
I've checked various sites on the internet, everything says the same thing, and it's absolutely useless, all of it. I understand this may be a common problem, and it happens occasionally, and I have yet to figure out why, and I've forgotten how to fix it.
The Mixer bar, on the Input drop down bar, it's grayed out, and there is nothing to select. I turned it off from Microphone to Stereo Mixer, and of course now I cannot use my microphone, quite annoying. I play alot of Steam and games that use Microphones, and this is quite annoying for me..... No it is not a hardware error, and my microphone is not connected directly to a USB port, and is using my sound card. I honestly have no clue what to do now, It's been so long since I've had this problem!
It happened after I changed it to Stereo Mix, recorded what I needed to record, and closed Audacity. Once I re-open Audacity, the bar was grayed out and I am baffled. Please help, there's no useful solution on getting this bar back and I'd really like to use my mic without having to restore my registry :(.

The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

Re: Mixer bar, Input grayed out.
You probably just need to rest your Preferences to default (this is easier in 1.3 as the developers then used a configuration file per user called audacity.cfg).
In 1.2.x for Windows the preferences are stored in the registry. This thread contains a link to a registry edit fix which will just reset the Audacity preferences for you: http://audacityteam.org/forum/viewtopic.php?f=15&t=153
