i was in 24 bit depth.
linear goes from nearly 1 to zero

clearly i am missing something here that was not explicitly stated
does the display average over the last n samples?

The linear scale relates to the numerical value of the samples.

Resurrecting an old thread...
Just wondering if this issue with Audacity recording 24 bits (on Windows platforms) is still actually 16 bits (padded with zeros in the 8 lsbs) to 24 bits due to a limitation in Portaudio has been fixed?

Not until after Audacity 2.0, and even then, the one Audacity developer who expressed an interest in it isn't active any longer.Terry wrote:Any chance it will be fixed?
If you are really concerned you could join the PortAudio mailing list and ask them directly about this restriction. If they fixed it we would consider updating our version of PortAudio, depending on when we thought it was safe.
Or you could try Linux. Ubuntu or PCLinux are usually thought of as "easy" OS'es to learn for Windows users.
