Filtering out quasi static?

Hi all,
I've been using Audacity (version 1.2.6) on a Windows Vista machine for a few months and I h ave some editing questions. I podcast lectures for the iSchool Podcast (http://podcasts.ischool.utoronto.ca) at the University of Toronto. The recordings are purely speech, with no music or anything like that.
There is this weird sound that lingers in the files in their raw state and when I amplify them. I have included a small file (see URL at the bottom) that shows the sort of problem I am encountering. I would appreciate any advice on how to improve the quality of the recording.
