Audacity 1.2.x is now obsolete. Please use the current Audacity 2.1.x version.

The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

Sound monitoring is slow.

I am trying to record my voice on Audacity and when I to do there is a slight delay in what I’m saying and what is coming through my headphones. Its like it’s a half a second behind. Can this be fixed through adjustment?

Yes, it is. And it's the reason a lot of computers can't be used for this kind of work. If you need simultaneous playback and recording, the only options are in the Audacity panel...

Edit > Preferences > Audio I/O > Those settings on the bottom. Hardware Playthrough, Software Playthrough, and Play While Recording.

You may not have all of them depending on your machine. If none of them do it for you, you may not be a good candidate for multi-channel live production. There are really awkward ways of getting around this, like performing to a seperate iPod drum track and edit all the segments together later.

If you have a killer machine and it still doesn't work, you may need to speed things up a little by managing your machine tasks and cleaing up a little.

On Windows, if you are using an internal sound card;
Edit menu > Preferences > Audio I/O tab
turn off "software playthrough".
