Can anyone help me with this problem? I have attached a small file to illustrate the problem... I think one of my settings must be causing it, since I can use the same mic on another computer without this problem.

First, I'm stunned I was able to open up the Project. Chances of a Project making it through all that are about 10%.
That click in the middle is actual performance, right, that's not part of the problem?
It's not buzz. It's pretty severe data error. If you do a spectrum analysis on a clean portion, you see it's almost dead flat throughout the audio spectrum. Can you try another different input? Many computers have multiple USB connections.
If you're using an analog microphone, you have a really bad sound card, which, with PCs is pretty much the rule. I had several different sound cards in my PCs before I found ones I was happy with. At work, we're still looking and a lot of our captures have a high noise floor (shshshshshsh) like your sample. Microphone amplifier noise is also flat throughout the audio spectrum.
