can't access effects, all stay grey

Hi,
I just started using Audacity. I'm using it to remove vocals on my demos. I am able to do that, but I'd like to be able to add back some of the bass by using "bass boost." A friend of mine suggested this might make the tracks sound better. Right now the they sound pretty bad, so I'm hoping this will help. When I click on the effects menu, all the options are gray, including "bass boost." I noticed also that some of the options in other parts of the toolbar are gray too. Would anyone be able to tell me how to fix this please?
Oh, and for the songs where Audacity isn't able to remove vocals, does anyone have any suggestions regarding other programs, or things I could do in Audacity that might help?
