Opens "Set Up" instead of Lame file?

I run Windows 2000 and I just got this for Christmas and in the instructions, it says to "double click your CD Rom and copy the lame_enc.dll file and paste it into your desktop." When I double click on CD Rom - the setup box comes up (but I already installed this, don't know why this would come up?) Anyway, I called their CS number and someone answered immediately, which I found peculiar in itself and when I told him what happened, he said he knew that there was a problem and that this was not working any longer but that he could email me a site where I could download it, and also he would send me a site where I could get an updated manuel. I told him what gives? I just bought this new last month....how on earth could this not work now? I told him I was not too tech-savvy and he said not to worry, the site instructions (with options) was very easy to follow. I told him forget it. But then I thought about it again and decided to give it a try, I called back and the phone just rang and rang and rang and then just stopped? It was just silence. No recording of "You have reached Innovative Technology", etc., nothing. Pretty weird. So this is where I am now. I don't know what to do, whether to return this to the store or to try to reach them tomorrow and ask for the site to be emailed to me and try from there? This is why I hate to buy any of these gadgets, nothing ever seems to work..*sigh*
