When will AC3->MP3 convert be available?

As far as I know Audacity does NOT offer dealing with AC3.
e.g. converting AC3 to MP3 is currently not possible.
Will this feature be included in the next release ?

Limited AC3 support should now be available through FFmpeg, which is supported in Audacity 1.3.6
I think this is still quite experimental.
There are licensing issues with the AC3 format, so full suport may not be possible within open source software.
An alternative is to use the free SUPER converter from erightsoft (will iTunes do this?). If you need to edit the files, you can convert from AC3 to WAV, then edit, and export in any supported format. (You need LAME to Export MP3 from Audacity).
