This can happen when importing from some audio programs that use high bit depth (for example 32 bit float). Some audio programs will allow 32 bit recordings to go beyond 0dB.
0dB = zero decibels, which is equivalent to a waveform that reaches the top (+1) and bottom (-1) of a track in Audacity.
There is some argument as to whether audio programs should allow tracks to exceed 0dB or not, but the situation with Audacity is that the 0dB limit can not be exceeded (the audio is clipped at 0dB).
