Problems Persist with Grayed-Out Mixer Toolbar

I followed the instructions in the Audacity Major Toolbar Wiki [http://audacityteam.org/wiki/index.php? ... s_Problems]to correct the grayed-out mixer toolbar issue. Still, I could not resolve the problem.
I'm running Vista Home Edition, and my Gateway PC uses Sigma Tel High Definition audio. When in Control Panel/Sound, only three items appear, even with show disabled: Speakers, Headphones, Digital Output Device (SPDIF Out). All three state: working, though there's a set default check mark next to Speakers.
Any tips how to resolve this would be appreciated.
