Horizontal Scroll Bar

When recording a track from an album the horizontal scroll bar stays stuck in one position instead of continuously moving to the right.
Is there any way to get it to move continuously?
I am almost certain it did before and I know it did on my mac with osx.
I now have to wait till I am done to be able to move it.

Edit menu
Select "Preferences"
"Interface" tab - 1st item.
