Audacity's UI doesn't load at all

It's all very unusual. I decide to make a ringtone for my Nokia, so I open Audacity (which I use semi-often to edit my mp3s). I wait a minute, looking for the familiar window, but this is all that loads:
Normally, I'd have an idea why something wouldn't work (lack of updates; skinning too far; playing in the registry), but this has left me stumped.
I have, however, observed that Audacity is not the problem, XP is. I actually installed both Audacity 1.2 and 1.3.x Beta, and neither work. Then, when I create a new, blank user account, Audacity loads up just fine. Another thing I've noticed is that the program itself does in fact load, even letting you open an audio file via Ctrl+O.
