"Did not recognize the type of this file"

I am trying to open a file with Audacity and getting an error message: "Audacity did not recognize the type of this file."
I've seen this problem posted elsewhere, but none of the other solutions seem to work.
-- It is an .mp3 (I right clicked on properties to confirm this.)
-- I had someone convert it to a .wav and have the same problem.
-- There are no foreign characters, spaces or punctuation in the file name. (It's now labeled as small as "GC.mp3", without the quotes obviously)
-- I've tried simply renaming the file to as simple of a name as possible, and that doesn't work either.
-- The file will open to play in other software, but not Audacity.
Audacity suggests you import as raw data, but the 4-minute clip becomes about six seconds of status.
I'm familiar with Audacity and have edited files (.mp3, .wav) on it regularly. I've never run into this problem.
Any help would be greatly appreciated.
