Recording level and VU Meters

I am new to these forums, mainly because everything worked just fine. I was running XP and transfering my old LPs and Cassettes to my hard drive.
Recently, my computer failed and I had to replace it. I had to get Vista and reinstall to resume recording. Here is my issue.
In recording, my input (VU) meters are pegged out at max, regardless of the position of the sliding selector. You can see the change on the wav output, and hear the difference when I stop recording and start the playback, but I cannot visually set them with the meters (to keep them at max level without hitting the redline all the time). I have tried to include 2 screenshots, one at max level and one at min - notice that each one has the same display on the meter, but havent figgured that one out either - how to get them to attach here. I tried to just paste them in, but it didnt like that........
How do I get them to show me what is really going into the recording? What kind of setting am I missing?
