I'm using 1.3.5, and looked for stevethefiddle's "clipfix" tool, but I can't seem to find it. I've checked every menu! This is a sample of what I'm working with:

Download the .zip file, unzip it and put the .ny file in the Audacity plug-ins folder.
Unfortunately I do not think that it will help much in this particular case - the audio sample that you posted is just too badly damaged.
