Hi!
I have a concern regarding the frequency that Audacity handle.
For instance, if you do generate a tone, lets say for a frequency of 100 Hz. Then you want to change the frequency, so you go to Effects-> Change Pitch. The frequency that appears is 114 Hz.
Which is the correct one? Why are there two different figures for the same thing??

If you generate a 100 Hz tone, then it will be 100 Hz.

The frequency indicated in the Change Pitch effect is intended as a guide only. There has been some discussion about this recently and the interface may change in future releases of Audacity as that frequency display is not very accurate and can be misleading.
As it says in the manual:

Change Pitch - changes the pitch/frequency of the selected audio without changing the tempo. When you open the dialog, the starting frequency is set to Audacity's best guess as to the frequency of the selection.
