The online Manual you mention is not for Audacity 1.2, only for the 1.3 series.

You can download the current 1.3.13 Beta including a built-in Manual here:

1.3.14 Beta has not been released yet. If you want the 1.3.14 alpha pre-release (no included Manual and you should use it only for testing) it's here:

But note that the online 1.3 manual is always under development for the latest 1.3 Alpha release - so 1.3.14 does have documentation available. (Which is presumably the manual you were looking at in the first place.)
