I have deleted the Meter Toolbar...

Are you sure that you are using Audacity 1.2.x?
(if in doubt, look in "Help > About Audacity".)

Checked there, it says Audacity 1.2.6
It's giving me the option to Float Meter Toolbar in view but When I do that I can't see it anywhere and then it doesn't give me the option to Dock Meter Toolbar??

Click Edit > Preferences then "Interface" at the top. Use the arrows if you can't see "Interface". Make sure "Enable Meter Toolbar" has a check mark (if there is no check mark, click in the box for that item). Then click OK.

If you still cannot see the Meter Toolbar, you probably floated it off screen, To fix that, File > Exit and restart Audacity.
