Please forgive me if this is a double post.
I am trying to resample a sound clip to a lower bit rate. I loaded up the Lame MP3 encoder and changed to sample rate. The sample rate does indeed change but so does the pitch, duration and tempo.
How can I resample to a lower rate while keeping pitch, duratrion and tempo the same?

You can change the sample rate with the little window to the lower left of the edit window. This will not change the general sound of the work.
You can get a smaller MP3 file by changing the bitrate from the MP3 Export dialog. You are urged to not "help" MP3. MP3's job is to maintain the highest possible quality during its compression. If you make the show ratty, fuzzy and muffled, then MP3 will try to compress a ratty, fuzzy, muffled show. The filesize will not change.
You can gain significantly by making a stereo show into mono. In the MP3 export dialog, you can choose half-bitrate to get the same quality. Two fuzzy rules of thumb are 64K for a stereo show and 32K for mono. Those two shows will sound approximately the same, given one is stereo. Those two are magic numbers because lower than that, almost anyone listening can tell the sound is bad. They are minimums. Audacity default stereo bitrate is 128.

This may sound strange but I'm actually trying to induce the effects caused by too low a sample rate. In order to get the sound I'm looking for I need to be able to resample as low as 2000.
Unfortunately I'm away from my main computer but I don't believe your method allows me to resample to a custom rate.
The method I originally used should have worked but there seems to be a bug in the resampling code which changes pitch, duration and tempo. (resample menu ->set sample rate-> Custom). It appears as if the bit rate is adjusted simply by "playing the data back slower" which is not what resampling is.
Any other ideas?

There is no bug. Use the "Project Rate" box (that's what Koz mentioned) then click above the Mute/Solo buttons to select the track then Project > Quick Mix. Or just export if you are ready to.

If your using the more recent (and vastly better) Audacity 1.3.13, just click on the numbers in the box, delete the number that is there and type your custom sample rate.
(sample rate must be a whole number).
