You need to upgrade to Audacity 1.3.13 (get it here: http://audacityteam.org/download/features-1.3-a )

In the "Project Rate" box in the lower left corner of the main Audacity window, set the Project Rate to 8000.
File menu > Export
In the "Save as type:" drop-down, select "Other uncompressed files"
Click on the "Options" button and select "WAV" as the "Header" and "A-Law" as the "Encoding".
Enter a file name and select the location where you want to Export to and click "Save"
If the Metadata Editor pops up, click the "OK" button.
