Hello,
I have just recently installed Audacity. Trying to playback mp3's and other formats opened in Audacity results in them being played back too fast. The exported files are also too fast. Changing the preference settings of the bitrate has not made any change. Does this have anything to do with the lame package which I have not dealt with yet? Will installing lame fix this, or is the problem elsewhere?

The problem is Audacity will try to open up files that is has no idea how to manage. The chipmunk files are compressed in a foreign format--AAC, MP4, etc. You need to convert those to MP3 or WAV or one of the others in Audacity's arsenal before they will open and play OK.
Quite a few music files now are not MP3--most stuff in iTunes, for one example--so it's not a good idea to assume they are.
